Development Manager

Manager of the engineering / development function — owns deliverables, code quality, team productivity, and security/privacy posture under DPDP Act 2023, CERT-In Directions and ISO/IEC 27001.

Reporting & Interfaces

  • Reports to: CTO / IT Head / Director - Engineering
  • Direct reports: Sr. Developers, Developers, QA Engineers, DevOps Engineer (where applicable)
  • Internal stakeholders: Product / Business stakeholders (features), System Administrator (infra), Application Support (incidents), DPO / Security Officer
  • External stakeholders: SaaS / cloud providers (AWS / GCP / Azure), OWASP / ISO 27001 auditors, CERT-In (CIRT reporting via SysAdmin / DPO), Open-source community / SBOM
  • Travel: Occasional — vendor / customer integration visits, conferences.

Key Result Areas (KRA)

  • On-time delivery of features / products.
  • Engineering quality, security-by-design and tech-debt control.
  • Team productivity and capability.
  • Architecture, scalability, DPDP and CERT-In compliance.

Key Performance Indicators (KPI)

  • Sprint commit-vs-delivery >= 90%.
  • Defect leakage to production <= defined threshold; OWASP-Top-10 critical = 0 in scans.
  • Code review and test coverage targets met.
  • Engineer attrition <= 12%.
  • Major incidents per quarter <= defined target; CERT-In CIRT reports filed within 6 hours when applicable; logs retained 180 days within India.

Roles & Responsibilities

  1. Plan releases, sprints and capacity with product / business stakeholders.
  2. Review architecture, designs and major code changes; mentor seniors; enforce privacy-by-design (DPDP Act 2023 Sec 8) and security-by-design (OWASP, ISO/IEC 27001).
  3. Drive engineering practices — CI/CD, code review, SAST/DAST, observability, SBOM.
  4. Manage team — hiring, onboarding, 1:1s, appraisals and growth plans.
  5. Own production stability, incident response and post-mortems; coordinate CERT-In 6-hour incident reporting via SystemAdmin / DPO.
  6. Coordinate with QA, DevOps, security and infra teams; ensure data-localisation choices align with DPDP rules.
  7. Track engineering metrics; report MIS to leadership.
